Following this, Horizon Water Infrastructure (HWI), which is part of the Horizon Group, is seeking to recruit a Senior Quantity Surveyor to support the delivery of the newly awarded 20-year Alternative Metering Service contract with Southern Water Services (SWS), to design, build, own, operate, and fund smart metering rollout - scheduled for service to commence in October 2025. This will be an end-to-end, fully turnkey, smart metering ‘data as a service’ contract, and will be fully financed by HWI. It will be the first, fully financed activity of this type the water sector, but is expected to become a common industry model, in line with OFWAT’s overall support for fully financed, outsource models (e.g. Direct Procurement for the Customer, or ‘DPC’).

What's the role?

The Senior Quantity Surveyor will take the lead in the commercial management of M-Group Water (MGW) as part of the successful roll of of meters. In this role, you will support and contribute to the development of future business opportunities, both with SWS, and the wider regulated water sector. You will act as a partner to operational teams, be hands on with managing MGW, and be the trusted expert in the team, and support the development and implementation of contract/commercial best practice. They will take a key role in developing processes from the outset.

The role holder will have an extensive knowledge of NEC contract principles and rules (ideally the NEC4 TSC), and be able to ensure compliance with the required administration and to support the operational team in this area.
You will take the lead in reviewing applications for payment, valuing works, compensation events, etc, and be able to delineate on what is/is not valid under the terms of the contract. Additionally, you will also work closely with finance teams, helping to build cash flow forecasts based on applications and ongoing work volumes.

The Senior Quantity Surveyor will have the support of the commercial/finance director (who has NEC experience), and the contracts manager, but they will need to be able to work with a high degree of self-sufficiency.

This role is home-based, with the requirement to attend sites and meetings as required. The role is offered on 40 hours per week, Monday to Friday.

 

Key Responsibilities:

  • Mange the overall commercial relationship with MGW.
  • Support business development activities.
  • Ensure compliance with NEC contractual administrative requirements, including UK Construction Act provisions.
  • Review and assessment of monthly applications for payment.
  • Review and assessment of contractual changes/compensation events/claims.
  • Production of 12 week cash flow forecasts, reviewed and updated on a monthly basis.
  • Production of monthly subcontract cost accruals, including required provisions/allowances for service credits.
  • Any other duties as required.

 

To be considered for this role, we would love you to have/be:

  • A degree in quantity surveying/commercial management, or other relevant discipline, or relevant experience.
  • An NEC qualification (accredited project manager), or equivalent experience.
  • Extensive quantity surveying/commercial management and formal contract administration experience (NEC in particular)
  • Extensive experience of valuing works, assessing compensation events, etc., and formal contract administration, ideally to include use of contract management software/tools.
  • Services contract experience, ideally metering knowledge (including civils work).
  • Experience of partnering with operational and finance teams, delivering commercial/contract training
  • Water industry knowledge would be significant advantage.
  • Experience in managing both clients and subcontractors (i.e. lead contractor role) would be a significant advantage.
